Urban Resilience Trust Fund

The Urban Resilience Trust Fund (URTF) is focused on building climate resilience in cities in Asia and the Pacific. URTF’s interventions will support climate-integrated planning, resilient infrastructure, innovative and inclusive approaches to urban planning and promote knowledge exchange.

Over 2.2 billion people live in Asia and the Pacific's cities, a number set to grow significantly over the next few decades. Rapid urbanisation brings complex challenges that demand innovative and integrated urban solutions. URTF has identified key sectors to prioritise through their projects to make cities more livable – nature-based solutions; air quality management; integrated water, sanitation, and solid waste management; disaster resilience; energy efficiency; urban mobility and social services and community empowerment. 

One of two CARA components managed by the Asian Development Bank (ADB), the URTF is:

  • Supporting national and subnational urban agencies, communities, and the private sector to integrate climate resilience into their policies.
  • Developing and implementing innovative resilience-building projects through public and private investments.
  • Adopting a holistic approach that accounts for physical, ecological, social, institutional, and financial resilience of projects.
